  蓄集和高效利用自然降水,进行集雨补灌,积极储备抗旱救灾种子,该县提前分析研判,掌握市场需求,积极联系供种企业,组织动员因干旱无法在适播期内完成播种的农户提早储备抗旱救灾种子,引导农民改种节水、耐旱、抗逆性强、生育期短的糜黍、莜麦、荞麦和燕麦草等作物,对农户因干旱改种的作物用种给予补贴,
  确保农民增产增收,积极推广抗旱播种技术,根据土壤墒情和降雨、温度等气象条件,采取相应的抗旱播种技术,利用雨后有效降水抢墒播种,
  或根据墒情和预计降水量干埋等雨播种,加快大田作物播神进度,实行免耕播种,尽可能减少翻动土壤,
  应用抗旱剂和植物生长调节剂,增施有机肥,增加土壤蓄水、保水能力,同时适当增施磷、钾肥,促进作物萌发生长、提高作物抗旱能力,推广有机旱作技术,加大病虫害防治力度,加强监测预警,抓好草地贪夜蛾防控,积极开展农作物保险,扩大玉米、马铃薯等农作物政策性保险覆盖范围,开展苜蓿、燕麦草、杂粮油料等保险试点,逐步建立健全农业巨灾风险分担机制和政银保担联动机制,
  政策性保险保费补贴资金按照有关政策,实行国家、省、市、县、农民按比例分担机制,试点开展的新险种实行市、县、农民按比例分担机制,与此同时,
